IV TECHINICAL MEETING INTERNATIONAL ROAD TRANSPORT AGREEMENT FOR PASSENGERS AND GOODS BETWEEN THE GOVERNMENTS OF THE FEDERAL REPUBLIC OF BRAZIL AND THE COOPERATIVE REPUBLIC OF GUYANA

Dates: 08-09 August, 2019

Place: Governor’s Office Boa Vista-Brazil

Objectives: To finalize the Internation Road Transport Agreement (IRTA) for Passengers and CargosBetween Guyana and Brazil.

Justification:To ensure the following are completed and finalized to the mutual benefit of the two countries:

1. Passengers and Cargo Transport – Agreed Routes and Business QualificationProcedures.
2. OTHER MATTERS – Procedure for vehicle inspection, seat belt, tachograph, driver documentation, occasional closed circuit travel, insurance, customas matters and the excahnge of information between authrities.  

 

Summary – 2 Days Boa vista Meeting

Day 1 Mr. Noboru Ofugi, Head of the Technical Advisory Office for International Cargo and Passenger Transport of the National Land Transport Agency – ANTT, opened the meeting as Head of the Brazilian Delegation.

He stressed that there is high expectation on the part of the public and private sectors, which attach importance to transport regulation to be implemented smoothly and after introduced the members of the Brazilian delegation.

The head of the Guyanese delegation, Consul of Guyana in Boa Vista, Ms. Shirley Melville,then thanked the Brazilian government for organizing the bilateral meeting and stressed the importance of the occasion for bilateral relations between Brazil and Guyana. She then also introduced the members of the Guyanese delegation and noted the need for the delegations to understand each other clearly at the meeting for the implementation of the agreement.

There were after a break out session where issues ranging from routes, vehicle certification, seat belts, customs, cargo, insurance and other matters were discussed and hammered out intensely between the two delegations. Sanitary and Phytosanitary measure were not discussed at this meeting since customs and other matter were extensively discussed and took up the mayor part of the delegations occupation.

It was pointedly noticed that representatives from the Brazilian delegation were able to make decision on behalf of the country, while those in the Guyana delegation were requested to refer to Georgetown before decision can be made. Routes, terminals and passenger manifest were inconclusive matters.

Day 2. Again details were hammered out again on all matter and preparation for the meeting of this year’s minutes commenced. Part of the Guyanese delegation visited the very impressive Frigo -10 Meat processing facility.

The activated was completed with the ratification and signing of the agreed minutes for the August 8th9th  IRTA  between the two countries in the evening.

Minutes of the 4th (IV) Meeting was signed by the head of each delegation.

Recommendations/follow-up:

Sanitary and Phytosanitary measure and exchange to be discussed at the next meeting

Meeting will be hosted and among security personnel from both countries in September, 2019 to further iron out routes details and security concerns.

Implementation of the IRTA is therefore eminent.
